Punishment-The user can punish any person that commits a crime that they saw with an arsenal of powers that initially start very weak and depend on the situation.  In a situation where a crime is committed and she is present, depending on the crime, would decide on the power and the capacity of which the power would be used.  The gift works in somewhat of an eye for an eye ideal, pretty much telling Hanna what to do and giving her the power in accordance.  So, say the individual stole something from someone else, she would gain her first power of hard light in a very dumbed down way that can pretty much only administer pain and damage through direct touch.  The exact details of what she would need to do, which would be to mark the individual with a marking that her gift had specially made for thieves.  Onto the actual "urges", if she were to see someone, say jaywalking, the gift wouldn't instill in her to punish the person, but if someone were to murder someone else, the gift would not only supply her with one of her most powerful abilities, it would cloud her mind, and she would only be able to think of the punishment, which would be most likely be the death of the perpetrator.  This means that petty crime would be handled a lot more relaxed by the gift over heinous crimes and crimes against humanity.  The gift doesn't urge her per se, as it just plants the thoughts and visualizations in her head as it gives her the power to accomplish said things, but the intensity of these thoughts and the frequency of the visualizations that are planted are increased and decreased in accordance with the crime.
